Order of Business.

RULE 1. President to take chair; journal to be read,

RULE 2. Order of business.

Of the President.

RULE 3. To appoint all committees unless otherwise ordered.
RULE 4. May appoint senator to perform duties of chair.

RULE 5. To name chairman for committee of the whole.

RULE 6. To assign doorkeepers to their respective duties and stations.

Of the Clerk.

RULE 8. To have journals printed and placed on files.

RULE 9. To furnish, daily, printed list of general orders; with president, to see that all bills are acted upon in order in which reported; calendar.

Of the Rights and Duties of Senators.

RULE 13. To preserve order while journals or public papers are being read.

Committees and their Duties.

RULE 17. Standing committees, to consist of three; list of committees.

RULE 19. On engrossed bills; to examine all bills, resolutions, &c., and report as correctly engrossed before third reading.

Of General Orders and Special Orders.

RULE 21. What to constitute the general orders; business of, how taken up; no bill to be considered in committee of the whole until printed.

Of Motions, and their Preferences.

RULE 35. When question is before senate, no motion to be received, except, &c.; motion to adjourn or lay on the table to be decided without debate.

Order of Business.

RULE 1. The president having taken the chair at the hour to which the senate shall have adjourned, and a quorum being present, the journal of the preceding day shall be read, to the end that any mistakes therein may be corrected.

RULE 2. After the reading and approval of the journal, the order of business shall be as follows

1. Presentation of petitions.

2. Reports of standing committees.

3. Reports of select committees.

4. Messages from the governor.

5. Communications and reports from state officers.
6. Messages from the assembly.

7. Notices of bills.

8. Introduction of bills.

9. Third reading of bills.

10. Motions and resolutions.

11. Special orders.

12. General orders; but messages from the governor and assembly, and communications and reports from state officers, and reports from the committee on engrossed bills, may be received under any order of business.

Of the President.

RULE 3. The president shall appoint all committees unless otherwise ordered by the senate.

RULE 4. He shall have the right to name any member to perform the duties of the chair, who is hereby vested, during such time, with all the powers of the president; but such substitute shall not lose the right of voting on any question while so presiding, nor shall his power as such substitute continue for any longer period than two days, without leave of the senate.

RULE 5. When the senate shall be ready to go into committee of the whole, he shall name a chairman to preside therein.
