Mr. Phelps, from the joint committee on Enrollment, made the following report:

The joint committee on Enrollment report that they did, on this day, to wit: the 20th of January, A. D. 1846, present to the Governor for his approval, the following bills and resolution, to wit:

"An act to provide for the payment of certain claims against the Territory;"

"An act to change the form of government in the county of Washington and for other purposes;" and

"Joint resolution relative to procuring a sett of standard weights and measures."

Mr. Barstow moved that the House adjourn;

Mr. MaGone moved that the House resolve itself into committee of the whole for the consideration of

No. 12, (H. of R.) "A bill to incorporate the city of Milwaukee ;"

Which was agreed to,

Mr. Dennis in the chair.

And after some time spent therein the committee rose and by their chairman reported said bill back to the House with amendments.

The amendments of the committee were concurred in by the House, and the bill ordered to be engrossed for a third reading.

Mr. Phelps moved that

No. 18, (H. of R.) "A bill to authorize a special election in the county of Marquette,'

Be now taken up ;

Which was agreed to.

And the question having been put on concurring in the remaining amendments of the committee of the whole,

It was decided in the affirmative.

Prayer by the Rev. Mr. Spaulding.
The journal was read and corrected.

The following message was received from the Governor, by Geo. P. Delaplaine, his Private Secretary:

"Mr. Speaker-I am directed by the Governor to inform you that he did, on the 20th inst. approve, sign and deposit in the the office of Secretary of the Territory,

'An act for the establishment of a territorial road from Burlington, in Racine county, to Delavan, in Walworth county;' and

'An act to change the form of government of the county of Washington, and for other purposes.'"

Petitions were presented and referred as follows:

By Mr. Brawley. A petition of 150 inhabitants of the coun-ties of Portage, Dane and Jefferson, praying for a territorial road to be altered and laid out from Columbus to Waterloo, in said Territory;

Which was referred to the committee on Roads.

By Mr. Parker. A memorial of citizens of Milwaukee county, remonstrating against a postponement of the sale of the canal lands;

Which was referred to the committee on Internal Improve

ments.

Also, a petition of citizens of Milwaukee county, asking for a division of said county;

Which was referred to the select joint committee on that subject.

Also, a petition of citizens of Milwaukee county, asking for the incorporation of the Milwaukee and Mississippi Rail Road Company;

By Mr. Mooers. A petition of citizens of Racine and Milwaukee counties, relative to the license laws;

Which was referred to the committee on the Judiciary.

On motion of Mr. Mooers,

The petition presented by him on the 19th inst., upon the same subject, was referred to the same committee.

Also, a petition of 11 Methodist ministers, asking for an alteration of the law regulating marriages;

Which was referred to the committee on the Judiciary. By Mr. Earll. A remonstrance of F. M. Rublee and 26 others, inhabitants of the town of Elkhorn, in Walworth county, against any division of said town;

Beloit, in the county of Rock, praying for a division of said

Also, a petition of inhabitants of the town of Fulton, in the county of Rock, asking to be allowed to build a bridge across Rock river, in said town;

Also, a petition of citizens of Beloit, asking a repeal of the act incorporating said village;

Notices were given for leave to introduce bills, as follows: By Mr. Dennis. "A bill to provide for the incorporation of religious societies."

By Mr. Brawley. "A bill to canvass the votes of Marquette county polled at the general election in September last for county officers."

By Mr. Morrow. "A bill submitting the question of the sale of spirituous liquors to the qualified electors of the dif ferent towns and precincts of the several counties in the Territory."

Mr. Cruson, from the committee on Engrossed Bills, reported
