Mr. Croswell, from the committee on Schools, to which the subject had been referred, reported

No. 59, (H. of R.) "A bill to authorize school district No. 2, in Sheboygan county, to levy a tax for finishing a school house;"

Which was read a first and second times,

And on his motion,

The rule requiring bills, &c. to be printed before being acted on in committee of the whole, was dispensed with in reference to this bill.

Mr. Croswell, from the joint committee on Enrollment, made the following report:

The joint committee on Enrollment report as correctly enrolled,

"An act to authorize school district No. 7, in Snake Hollow school town, in Grant county, to levy an additional tax to build a school house;"

"An act to authorize school district No. 3, in the county of Dane, to levy a tax to build a school house;" and

"An act to amend an act entitled an act concerning masters in chancery;

Which were severally signed by the Speaker.

Mr. MaGone, from the committee on Corporations, to which the petition of citizens of Richmond, in Iowa county, asking for a change in the name of said town, had been referred, reported adversely to the prayer of said petitioners.

On motion, the committee was discharged from the further consideration of the subject.

No. 52, (H. of R.) “A bill to authorize Jemison Hamilton to build and maintain a bridge across the Pecatonica river, at New Bedford, in Iowa county;"

With amendments,

Mr. Brawley, from the committee on Roads, to which the subject had been referred, reported

No. 60, (H. of R.) "A bill to provide for the laying out of the territorial roads therein mentioned;"

And, on his motion,

And the question having been put on the passage of said bill,

It was decided in the negative.

No. 53, (H. of R.) was then read the third time, passed, and the title thereof agreed to.

No. 55, (H. of R.) was read the third time, passed, and the title thereof agreed to.

On motion of Mr. MaGone,

The House resolved itself into a committee of the whole

on the general file of bills;

Mr. Croswell in the chair.

And after some time spent therein, rose and by their chair'man reported progress on the general file of bills, and asked leave to sit again thereon.

Leave was granted.

No. 56, (H. of R.) "A bill to provide for the appointment of a Superintendent of Common Schools;"

No. 50, (H. of R.) "A bill to divide the county of Portage and organize the county of York;" and

No. 56, (H. of R.) was ordered to be engrossed for its third reading.

On motion of Mr. Morrow,

On motion, No. 45, (H. of R.) was taken up and made the special order of the day for this afternoon.

Mr. Phelps, from the committee on Enrollment made the following report:

The joint committee on Enrollment report that they did, on this day, to wit. the 29th day of January, A. D. 1846, present to the Governor for his approval, the following bills, memorial and resolution, to wit:

"An act for the benefit of Adelbert H. Bishop ;"

"An act to repeal an act entitled' an act to incorporate the Wisconsin Marine and Fire Insurance Company,' approved Feb. 28, 1839;"

"An act to provide for the collection of delinquent taxes on personal property in certain cases;"

"An act to legalize the acts of the officers therein named ;" 'An act to authorize school district No. 1, in Sheboygan county, to levy a tax for building a school house;"

"Resolution instructing the Superintendent of Territorial Property to prepare a room for the safe keeping of the public arms and equipments;" and

"A memorial to Congress upon the subject of a penitentiary."

Mr. Hoard, moved that the Sergeant-at-Arms be directed to prepare seats for the Honorable the Council, and that the Clerk be directed to inform the Council that seats have been prepared for them in the Representatives' Hallpreparatory to the election of certain territorial officers;

Which was agreed to.

At the time appointed the Sergeant-at-Arms announced the the Honorable Council, and the Council having appeared in the Representatives' Hall, the two Houses went into

JOINT CONVENTION

For the choice of certain officers, and after the said officers had been elected, the Convention adjourned, and the teller on the part of the House, Mr. Billings, presented the following proceedings:

Mr. Strong moved that the Convention proceed to the election of a Territorial Printer, Superintendont of Territorial Property and Register and Receiver of the Milwaukee and Rock River Canal, separately;
