Mr. Hoard gave notice that on to-morrow or some future day, he should ask leave to introduce a bill to amend the elec-. tion laws concerning sheriffs and justices of the peace.

The message from the Council was then taken up, and the following resolution read the first and second times, to wit: → No. 1, (C.) "Resolution relative to the termination of the present session of the Legislative Assembly."

Mr. Burnett moved that the 18th rule of the House be suspended, and that the resolution of the Council relative to the election of a fireman be now taken up and acted upon by the House;

Which was agreed to.

The said resolution was then adopted.

Mr. Hoard moved that the House now proceed to the election of Chaplain ;

Which was agreed to.

Messrs. Morrow and Billings were appointed tellers to receive and canvass the votes.

And the votes having been taken and counted, the tellers reported that twenty-five votes had been given for the said office.

Necessary to a choice, thirteen.

Of which, the Rev. Mr. Spaulding received
Mr. Miner received

22 votes.

The Rev. Mr. Spaulding having received a majority of all the votes given for the office of Chaplain, was deelared by the Speaker duly elected to that office.

A message from the Council, by their Secretary:

"Mr. Speaker-The Council have passed the following resolutions :

'Resolved, by the Council and House of Representatives, That the joint rules of the two Houses of the last session be adopted as the joint rules of the two Houses for the present session.'

And also the following:

Resolved, by the Council and House of Representatives, That so much of the Governor's message as relates to State Government, together with all petitions, remonstrances and documents relating to that subject, which have been or may be presented in either House, be referred to a joint select committee of two members of the Council and four members of the House of Representatives,"

And also the following:

Resolved, by the Council and House of Representatives, That every claim against the Territory, exceeding in amount the sum of one hundred dollars, shall be acted upon by the Legislature in a bill by itself alone; and that no appropriation other than for the payment of such claim shall be incorporated in said bill.'

In all of which the concurrence of this House is requested."

On motion of Mr. Billings,

The House resolved itself into a committee of the whole upon the Governor's message;

Mr. Sheldon in the chair;

And after some time spent therein, the committee rose, and by their chairman reported the following resolution, and asked leave to sit again upon the Governor's message.

Leave was granted.

Resolved, That so much of the Governor's message as relates to common schools be referred to the committee on Schools;

That which relates to the indebtedness of the Territory, to the committee on Territorial Affairs;

That which relates to the building of a penitentiary, be referred to a select committee consisting of one from each election district;

That which relates to the mineral lands, be referred to the committee on Mining and Smelting;

That which relates to commerce and harbors, be referred to the committee on Territorial Affairs;

That which relates to the improvement of the Rock, Wisconsin and Fox rivers, and construction of a rail or McAdam

ized road from Lake Michigan to the Mississippi river, be referred to the committee on Internal Improvements;

That which relates to the canal lands, be referred to the committee on the Judiciary;

That which relates to the militia, be referred to the committee on the Militia; and

That which relates to Indian relations, be referred to the committee on Territorial Affairs."

Mr. MaGone moved that the report of the committee be accepted.

Mr. Pole moved that the report be amended by striking out all that portion which relates to the mineral lands;

Which was disagreed to.

The question then recurred on the motion of Mr. MaGone, And having been put,

It was decided in the affirmative.

The report of the committee was then adopted.

Mr. Hoard moved that Mr. Billings be added to the committee on Mining and Smelting.

The Speaker decided that as the motion contemplated the alteration of a standing rule of the House, it would necessarily lay over until to-morrow.

The message of the Council was then taken up.

Mr. Burnett moved that the 18th rule of this House be suspended, so that the several resolutions embraced in the message be now taken up and acted upon in the House;

Which was agreed to.

The several resolutions were taken up and adopted.

Mr. Thomas gave notice that on some future day he should ask leave to introduce a memorial to Congress relating to the canal lands.

Mr. Burnett moved to reconsider the vote by which the amendment to the 18th rule of this House was adopted; Which was agreed to.

Mr. Burnett then moved to amend the said amendment, by inserting after the word "resolution," the words "which will require the signature of the Governor,”

Which was agreed to.

The amendment, as amended, was then adopted.

Mr. Burnett moved that the joint rules of the two Houses adopted at this session, be printed with the rules of this House;

Whrch was agreed to.

Mr. Earll gave notice that on some future day he would ask leave to introduce a bill to change the time of holding courts in certain counties in the second judicial district.

Mr. Croswell gave notice that on some future day he would ask leave to introduce a bill for the establishment of a territorial road from Burlington, in Racine county, to Delavan, in Walworth county.

Mr. Dennis gave notice that on some future day he would ask leave to introduce a bill to change the time of holding the courts in the county of Dodge.

Mr. MaGone gave notice that on some future day he would ask leave to introduce a bill to amend an act entitled act concerning divorce."

On motion of Mr. Hoard,

The House adjourned until 2 o'clock P. M.

Mr. Thomas moved to re-consider the vote by which the House concurred in the report of the committee of the whole, so far as the same referred the subject of the canal lands to the committee on the Judiciary;

Which was agreed to.

On motion of Mr. Thomas,

That part of the Governor's message which relates to the canal lands was referred to the committee on Internal Improvements.

Mr. Dennis offered the following resolution, which was adopted:

red to the committee of Finance.

On motion of Mr. Hoard,

The House adjourned.

THURSDAY, January 8, 1846.

Prayer by the Rev. Mr. Spaulding.
The Journal was read and corrected.

Mr. Thomas presented a petition of Levi Russel and seventy-five others, on the subject of a rail road. Also,

A petition of David Bonham and 74 others, on the subject of the canal lands;

Which were, on his motion,

Referred to the committee on Internal Improvements. Also, a petition of William Graves and 91 others, for a reduction of tolls ;

Referred to the committee on Agriculture and Manufactures. Mr. Dennis presented a petition of 182 inhabitants of Sauk county, asking that the seat of justice of said county may be re-located by a vote of the people, and moved its reference to a committee consisting of the members from the Dane district.

The petition was so referred.

Mr. Mooers, by leave, introduced the following resolution; Which was read the first and second times, to wit:

Resolved, by the Council and House of Representatives of the Territory of Wisconsin, That the honorable delegate of this Territory to Congress be requested to urge upon Congress the necessity of making an appropriation for a Light House at Sauk Harbor within this Territory.
