On motion of Mr. Sheldon,

The house resolved itself into a committee of the whole on said bill; Mr. Sholes in the chair.

After some time the committee rose, and by their chairman reported said bill without amendment.

Bills Nos. 140, 141, 142, 143, 145, and 146 were severally ordered to be engrossed for the third reading.

The 16th rule was then suspended with reference to bills Nos. 143, 141, 145, and 146, which were severally read the third time, passed, and the titles thereof agreed to.

Ordered, to be sent to the Council for concurrence.

The house suspended the rule requiring all bills to be engrossed with reference to bill No. 140, which was read the third time, and,

On the question "Shall the bill pass?" the yeas and nays being called for, were as follow:

Ordered, that the Council be requested to concur in the said bill.

Mr. M'Williams, from the committee on enrolments, reported the following acts to be correctly enrolled, viz:

"An act to incorporate the state bank of Wisconsin at Prairie du Chien."

"An act relating to the militia and public defence of the territory of Wisconsin."

"An act to authorize the town of Milwaukee, on the west side of the river, to borrow money ;" and

"An act to incorporate the borough of Green Bay.”

Said acts were then presented to, signed by the speaker, and Ordered to be transmitted to the president of the Council for his signature.

The following message was received from the Council by the secretary thereof:

"An act to establish and regulate ferries in the county of Milwaukee, and the counties attached thereto for judicial purposes.'

"An act to change the corporate powers of the village of Milwaukee.'

"Resolution relative to printing the laws in pamphlet form.’ "Memorial to Congress for a donation of 'inundated lands in Illinois:""

And then he withdrew.

Bill No. 78, entitled "A bill concerning costs and fees."

Bill No. 22, entitled "A bill to prevent gambling."

Bill No. 99, entitled, "A bill to establish a university at the City of the Four Lakes, in the vicinity of Madison;" and

No. 13, "A bill to incorporate the stockholders of the Rochester and Des Moines Hydraulic and Manufacturing Company," were taken up, and the amendments made by the Council to said bills, were severally agreed to.

Ordered, that the Council be informed.

Mr. Cox, from the select committee to which bill No. 104 was referred, reported the bill back to the house without amendment.

The bill was laid on the table.

On motion of Mr. Engle, it was unanimously

Resolved, That this house regret that any circumstances should have occurred on the floor of this house, to have occasioned the resignation of Patrick Quigley, Esq., one of its most useful members, believing as we do, that his course as á member was honest and independent, and that, by his resignation, the people have lost a sagacious, industrious, and faithful public agent.

On motion of Mr. Parkinson,

Resolved, That John Catlin, chief clerk of this house, be allowed the sum of six dollars per day for the faithful performance of his arduous duties during the present session.

Resolved, That Edward Johnson, one of the transcribing clerks, be allowed the sum of four dollars and fifty cents per day, for his services during the present session.

Resolved, That the committee on expenses be instructed to make up the accounts of the expenses of the present session up to the 20th of January.

Mr. M'Knight offered the following resolution:

Resolved, That this house adjourn on Friday the 19th inst., as that completes the time authorized by the organic law, for the sitting of the legislature of the territory of Wisconsin.

Mr. Sholes offered the following as a substitute, which was adopted:

Resolved By the Council and house of Representatives of the

territory of Wisconsin, That the legislative assembly adjourn on Saturday next, the 20th inst., to meet again on the 2nd Monday of June next.

Mr. Jenkins offered the following resolution:

Resolved, That Joseph T. Fales, assistant door keeper, be allowed the sum of four dollars per day, for his services as such, and for other services.

Mr. M Williams moved to lay the resolution on the table.
The motion was lost.

Mr. Cox offered the following as a substitute, which was accepted.

Resolved, That Joseph T. Fales be allowed an extra compensation of seventy-five dollars for services performed, not included within the sphere of his duties.

Mr. Sheldon offered the following substitute, which was decided in the negative.

Resolved, That the committee on expenses be instructed to ascertain what sum or sums of money are still in the hands of the secretary of the territory, and that they be required to apportion the same out to the officers of this house.

The question then recurred on the subject of Mr. Cox, and the yeas and nays being called for, were as follow:

Mr. Engle offered the following resolution:

Resolved, That Tandy K. Brown, assistant clerk, be allowed the sum of four dollars per diem, for his services during the present session of the legislative assembly.

Mr. M'Williams moved to amend the resolution by striking out "four," and inserting "three."
