Tallahassee, Jan. 21, 1936.

The act to authorize and permit John M'Lemore to build a bridge across the Suwannee river, at the Gadsden Springs on said river is returned, with the proposed amendment to be made at the end of the first section. 5.66 Provided, That said bridge be kept in sufficent and proper order, and if this shall not be the case, the county court shall have authority to declare that no tolls shall be demanded or exacted, and to give to any other person the right of building another bridge or of establishing a ferry."

And thereupon the said bill is on motion of mr Brown ordered to be reconsidered, and is placed among the orders for to day. mr.. Berthelot pursuant to notice given on yesterday, asked and obtained leave to introduce a bill entitled, “An Act to incorporate the Atlantic and Gulf of Mexico Rail-Road Com. pany," which was read by the title and referred to the committee on internal improvements.

mr. Hawkins gave notice that he will on some future day introduce a bill authorizing the county court of Jackson coun ty to lay taxes in said county for the building a jail and for other purposes.

mr. Walker gave notice that he will on some future day ask deave to introduce a bill to repeal "An Act passed February 9th 1885, entitied an act for the relief of Grantees and claimants of land in certain cases.'"

mr. Tabor gave notice that on to-morrow he will ask leave to introduce a bill to be entitled, "An Act to authorize Sion

Smith to dispose of certain real estate.”

mr. Berthelot presented the petition of J. Liv ngston and others, praving a charter to run stages from Tallahassee to 1 Jacksonville, which was read and referred to the committee on the State of the Territory.

mr. Hawkins presented the petitions of Micajah Whitehurst and also of John Britt, which was read and severally referred to the Judiciary committee.

mr. Berthelot presented the petition of the President and Directors of the Union Bank of Florida, praying an alteration in their charter, which was read and referred to the Bank committee.

mr. Kenan offered a resolution in the words following

Resolved, That the committee on the Judiciary be instructed to inquire whether any alterations are necessary to be made in the several laws of this Territory, relative to the distribution of the estates of intestates; and also whether the property of orphan children is sufficiently secured by the existing laws of the Territory, and report accordingly.

Which was read and laid on the table till to-morrow.

mr. Hawkins from the committee on Enrolments reported as correctly Enrolled,

"An Act respecting the hostile negroes and mullattoes in the Seminole Nation," and

"Resolutions respecting the loss of major F. S. Dade, and those under his command, on the 23th of December last past.”

mr. Blount from the Judiciary committee to whom said bills had been referred, reported without amendment a bill entitled, "An Act to repeal part of the 5th section of an act entitled, an act to make permanent the county seat of Madison county. and for other purposes," which was again read and the rule being waived, placed among the orders for a third reading on to-day.

Also a bill entitled, “An Act to authorize the guardian or tuitor of the minor heir of Daniel E. Burch deceased, to sell the real estate of said heir within this Territory and for other purposes," which was read and ordered for a third reading on

to-morrow.

mr. Brown pursuant to previous notice asked and obtained leave to introduce a bill entitled, "An Act to organize a regi ment in the county of Columbia to be called the 12th regiment,” which was read and ordered for a third reading on to day.

Also a bill entitled, "An Act to legitimate and change the name of George W. Carter," which was read and ordered for the second reading on to day.

A biil entitied "An Act to prohibit the circulation of incendiary publications," was taken from the orders of the day, and read the second time, when on motion the House went into commmittee of the whole thereon, after some time spent therein the committee rose, and mr M'Neil therefrom reported progress atid asked leave to sit again, which report was concurred in by the House, and twenty five copies are ordered to be printed.

mr. Berthelot asked and obtained leave (the rule being waiv ed for that purpose) to introduce a resolution in the words following,

Resolved, That at the next general election for members of the Legislative Council, the vote of the people of the Territory in each and every county thereof, shall be taken upon the subject of changing our form of government, and that each voter be permitted to write on his ballot State" or No State" in order that the will and wishes of the people may be fully known upon this important subject; and that the inspec tors of elections in each and every county and precinct, in this Territory shall cause due notice to be given to the electors of their right of voting upon said subject.

Which was read and laid on the table until to-morrow.

A bill entitled, "An Act for the settlement of certain claims therein stated," was read a second time and ordered for a third reading on to morrow.

A bill entitled, "An Act to incorporate the City of Key. West," was read the second time by the title when on motion, of Mr. Duval the House went into committee thereon, after some time spent therein the committee rose and Mr. Morton therefrom reported said bill without amendment, which report was concurred in by the House, and said bill was ordered to be read a third time on to-morrow.

An engrossed bill entitled, “An Act to raise a regiment of volunteers in this Terntory," was read the third time, the yeas and nays being required on its passage by Messrs. Berthelot and Duval, were yeas Messrs. Berthelot, Blount, Brown of Columbia, Higginbotham, Hunter, Johnson, Kenan, Macou, M'Neil, Miles, Morton, Ramsey, Tabor& Walker-14. Nays

Mr. President Messrs. Burritt, Dennis, Duval, Hawkins and M'Cants-6. So said bill is passed, ordered that the title be as above stated.

time and passed; ordered that the title be as above set forth.

A bill entitled, "An Act to organize a regiment in the county of Columbia to be called the 12th regiment," was read the second and third time (the rule being for that purpose waived) and passed, ordered that the title be as above set forth.

A bill entitled, "An Act to legitimate and change the name of George W. Carter," was read the second and third time, (the rule being waived) and passed, ordered that the title be as above stated.

A bill entitled, "An Act to incorporate the Florida Insurance and Banking Company," was on motion of Mr. Morton post_ poned and made the order of the day for to morrow.

The House then adjourned until to-morrow at 12 o'clock.

Friday, January 22.

The House met pursuant to adjournment, a quorum being present, the journal of yesterday's proceedings was read. Mr. Berthelot pursuant to previous notice asked and obtained leave to introduce a bill entitled, "An Act for the relief of Paul M'Cormick of Leon county," which was read and ordered for a second reading on to-morrow.

Mr. Walker pursuant to previous notice asked and obtained leave to introduce the following bills:.

A bill entitled, "An Act to fix the place of holding the Superior and County Courts in and for the County of Alachua,” and also,

A bill entitled, "An Act to repeal an act therein mentioned," which bills were read the first time and ordered for a second reading on to-morrow.

Mr. Tabor pursuant to previous notice asked and obtaired leave to introduce a bill entitled, "An Act to authorize Sion Smith to dispose of certain real estate," which was read by the title, and referred to the Judiciary committee.

Mr. Berthelot presented the petition of Thomes E. Randolph and others, which was read and with the accompanying documents referred to the Judiciary committee.

Mr. Blount offered the following resolutions, to wit:

Resolved, unanimously. That a select committee be appointed and authorized to purchase on account of the Territory of Florida, all the rifles, muskets and other implements of war, for sale at this time in Tallahassee, for the purpose of arming

the volunteers, and placing the country in a situation of defence.

Resolved, That the said committee distribute the arms so purchased to the commanding officer of any volunteer regi ment, battallion or company, or of any body of ciuzens, who may organize themselves for the purpose of aiding in defence of the country.

Which was read, and upon his motion (the rule being waived) were adopted. Messrs. Blount, Burritt, Berthelot, M'Cants and Miles were appointed on said committee.

Mr Morton from the committee on the State of the Terri tory to whom was referred the petition of sundry inhabitants praying the establishment of a new county out of part of Monroe county, reported that the committee considered said petition reasonable, and in conformity to said opinion he reported a bill entitled, “An Act to organize a county to be called Pinkney county," which was read and ordered for a second reading on to-morrow.

Also from the same committee he reported without amendment a bill which had been referred to said committee entitled, "An Act to authorize Thomas Cooper to establish a Ferry across the Escambia river," which was read a second time, and ordered for a third reading on to-morrow.

Mr. Hawkins from the committee on enrolments reported as correctly enrolled,

"An Act to raise a regiment of volunteers in this Territory," and

"An Act to authorize a regiment in the county of Columbia to be called the 12th regiment."

Mr Duval from the committee on the militia to whom was referred a bill entitled, "An Act to amend an act entitled an act to amend an act to organize and regulate the militia of the Territory of Florida, and to repeal an act passed the 1st day of February 1832, and for other purposes," reported as a substitute for said bill, a bill entitled, "An Act supplemental to the several acts organizing the militia of the l'erritory of Florida," which was read the first and second time (the rule being waived for that purpose) and ordered for a third reading on to-day.

Mr. Blount from the Judiciary committee to whom said bill had been referred, reported with amendments a bill entitled, an act to amend an act to prevent tresspasses and depredations on lands within the jurisdiction of the Territory of Florida," which was first read and ordered for a second reading

on to-morrow.

The resolution offered on yesterday by Mr. Kenan was again read and adopted.

A bill entitled, "An Act to authorize the guardian or tutor of the minor heir of Daniel C. Burch deceased. to sell the real estate of the said heir within this Territory and for other pur poses, was read the second time and ordered for a third reading on to-morrow.

A resolution offered by Mr. Berthelot on yesterday was again read and adopted.

A bill entitled, "An Act for the settlement of certain claims therein stated," was read the third time and passed; ordered that the title be as above set forth.

A bill entitled, "An Act to incorporate the City of KeyWest," was read the third time and passed.

A bili entitled, “ An Act to incorporate the Florida Insurance and Banking Company," was on motion of Mr. Morton postponed and made the order of the day for to morrow,

A bill entitled, "An Act supplemental to the several acts or ganizing the militia of the Territory of Florida,' from the orders of the day and read the third time. and nays being required on its passage by Messrs. Macon and Dennis, were yeas Mr. President Messrs. Blount, Burritt, Hawkins, Higginbotham, Hunter, Johnson, Kenan, M'Cants, Miles, Morton, Ramsey and Tabor-13. Nays Messrs. Berthelot, Brown of Columbia, Dennis, Duval, Macon, M’Neil and Walker-7. So said bill is passed: ordered that the title be as above set forth.

The House then adjourned until to morrow porning eleven o'clock.

Saturday, January 23.

The House met pursuant to adjournment. "a quorum' being present, the journal of yesterday's proceedings was

read.

Mr. Duval asked that the rule be waived, and that leave be given him without previous notice to introduce a bill entitled, “An Act to organize the Tallahassee-Guards," which consent was unanimously given, and said bill was read and placed among the orders for a second reading on to day.

Mr. Blount pursuant to notice heretofore given, asked and obtained leave to introduce a bill entitled, An Act to authorize the County Court of Escambia County, to adinit to probate the last will and testament of Antonio Villaverde deceased" which was read and placed among the orders for a second reading on Monday next.

Mr. Blount from the Judiciary committee to whom was referred the petition of Micajah Whitehurst, reported unfavourably on the said petition, and also that the petitioner have leave to withdraw bis said petition and the accom panying documents; which report was concurred in by the House, and the documents withdrawn.

A bill entitled, “An Act to authorize the guardian or tutor of the minor heirs of Jayene Fontenals and Ylla to sell and dispose of the real estate of the said heirs within this Territory," was read the second time, and made the order of the day for monday next.

A bill entitled, “An Act for the relief of Paul M'Cormick of Leon County," was read the second time and ordered for a third reading on Monday next.
